I know not everyone has the luxury of having a friend or significant other who has an account you can log into, but this seems to be the only fix I can find so far!! This just happened to me for the Shadowlands pre patch. I logged out of my blizzard client and logged back in. As soon as I logged back into my client the PTR was available for download.
